Justice-involved System-impacted Rental Assistance Program (JSRAP)

Homelessness is 7.5 to 11.3 times more prevalent among people with a history of incarceration than the general population.
Rescue-A-Life Foundation’s rental assistance program provides limited financial assistance with rent and security deposit to secure housing for enrolled clients to help reduce recidivism and homelessness. Clients may be eligible for assistance with security deposit and progressive rental assistance for up to six (6) months.
  • Eligible clients must have been released from a correctional facility within the last 18 months.
  • Client must be a resident of Los Angeles County
  • Be homeless or at risk of becoming homeless
  • Have or be able to obtain a valid state ID and Social Security Card
  • Verification of Income – Employer verification, check stubs, benefits award letter, etc. 
  • Must be willing to search for suitable units. Limited housing navigation and referrals may be available.

Details:

This is NOT a housing voucher program. This is temporary assistance for eligible clients that have and are able to maintain steady income enough to cover rent and living expenses.  Not every person will qualify for this program.

The financial assistance is for the amount of security deposit plus up to six months of progressive rental assistance. Progressive rental assistance means that the client will be responsible for an increasing amount of rent over the period of six (6) months. The goal is to have the client be able to self-sustain rent at the end of the six months. 

The amount of the client’s portion and program assistance portion are based on income and will be discussed at intake and throughout enrollment in the program.

Clients will be required to meet with a Housing Navigator (HN) at least once a month. Clients will be required to create a budget with the HN as well as discuss barriers to housing, including past evictions, credit history, and other information pertinent to the rental process.

Housing Navigators will assist the client in locating and contacting suitable units. The clients will also need to search for units on their own. More information will be discussed after enrollment.   

Clients will be required to provide or be able to quickly obtain a state ID/license as well as Social Security card. These documents are required for proof of identity for the program and also required by landlords when renting a unit. If these items are not obtainable, please inform us ahead of time. 

Clients will also be required to provide proof of income at an amount suitable to maintain housing after assistance ends. Verification will be required monthly to ensure the success of the clients. 

This is NOT a full service case management program that includes physical and/or mental health or other services. The Foundation’s JSRAP provides assistance only pertaining to obtaining housing within the program guidelines. The Foundation may provide tips and guidance for other areas of living, but the main focus is obtaining and retaining a housing unit.

The Foundation may be able to provide referrals to outside services should they be necessary for the client’s housing success.
